A pollution control plan for the Fuxi River section in Zigong, Sichuan has been released.
The Fuxi River Basin is severely polluted and is a small watershed that the Sichuan Provincial Government has prioritized for remediation. On December 12, reporters learned from the Sichuan Provincial Environmental Protection Department that the "Fuxi River Basin (Zigong) Water Pollution Comprehensive Governance Implementation Plan (2012-2014)" was recently issued. It will adopt various measures to improve the water quality of the Fuxi River, including improving sewage treatment facilities, industrial pollution control, and agricultural non-point source pollution control, and strictly limiting the entry of high water-consuming industries. The Fuxi River Basin will comprehensively manage waste from medical, catering, accommodation, health, beauty, and farm stay businesses along the river, and strengthen riverbank garbage cleanup and the removal of floating objects from the river surface. By the end of 2013, the Fuxi River Basin will conduct a special inspection of the sewage discharge situation of "farm stays." All farm stays must construct septic tanks of sufficient capacity, and the biogas slurry and manure must be used as organic fertilizer and not discharged. The regulations on prohibited, restricted, and suitable aquaculture areas in the Fuxi River Basin will be strictly enforced, and all large-scale livestock and poultry farming within 200 meters of the Fuxi River, Xushui River (Zigong section), Weiyuan River (Zigong section), and drinking water source water areas will be completely eliminated.
The Fuxi River Basin will also promote ecological water replenishment projects and accelerate the construction of water source development projects such as the Xiaojinggou Reservoir, the Lixudong Reservoir, and the Xiangjiaba Zigong Irrigation District to increase the amount of ecological water replenishment to the Fuxi River Basin. Through multiple measures, the Fuxi River Basin will achieve the goal of "eliminating Class V water bodies in 3 years and reaching the water quality standards of the water environment functional zones in 5 years."
